Financing, Grant and Reimbursement Programs

  • California Alternative Energy & Advanced Transportation Authority (CAEATFA) Sales & Use Tax Exemptions for Zero Emission Vehicle (ZEV) Manufacturing.
  • Alternative and Renewable Fuel and Vehicle Technology Program - AB 118 - The plan specifically identifies $46 million for ZEV's over a two-year period. These funds will be available for grants and loans. The Plan also directs $27 million go to fund workforce training programs, research, public education and technical assistance programs.
  • Employment Training Panel - a state agency that assists employers by providing funds to partially off-set the costs of job skills training they need to become high-performance workplaces.

Proactive Business Policies

  • Elective Single Sales Factor - California currently uses a triple apportionment corporate income tax structure method for assessing taxes on businesses. Beginning January 1, 2011 California companies will have the option to use the single sales factor method for corporate income tax.
  • Protecting the Business Provisions from the 2008-09 Budget - Businesses are able to share business tax credits among a related group of affiliate or subsidiary companies. This allowance provides increased flexibility to companies to allocate tax credits within their family of companies.
  • Employee Schedule Flexibility Will Benefit both Employees and Employers - California recently passed a reform to make it easier to work alternative schedules such as a 4-day-per-week, 10-hour day schedule without incurring overtime. It also allows employees, with employer consent, to change from one schedule option to another on a weekly basis.
  • Home Buyer’s Tax Credit Program - California allows new home buyer a credit against their net tax equal to the lesser of 5% of the purchase price of the qualified principal residence or ten thousand dollars ($10,000)

  • California Enterprise Zone - Businesses located within the boundaries of an Enterprise Zone are eligible for unique tax credits and program benefits. 1) Tax credits equivalent to the sales and use tax paid on the first $20,000,000. 2) Tax credits equal to a percentage of the wages paid to a qualified employee.  3) A 15-year carryover of up to 100 percent of net operating losses. 4) A business expense deduction.  5) Expensing of certain depreciable property.
  • Research and Development Tax Credit - allows companies to receive a 15% credit against their bank and corporation tax liability for qualified in-house research expenses, and a 24% credit for basic research payments to outside organizations.

  • Job Referral and Placement - California’s Employment Development Department (EDD) works with businesses to access the state's entire workforce, as well as to coordinate recruitment activities with local community-based job training and placement organizations called “One-Stop Career Centers.” EDD, in cooperation with the One-Stop network, will help to customize and deliver pre-employment and on-the-job training; recruit, screen, and assess workers for specific skills sets; and assist employers to maximize California Enterprise Zone and federal hiring tax credits.
  • Community College and Universities - All higher education systems have excellent track records working with private sector companies on joint venture projects. These relationships range from university research to laboratory testing and workforce training.
  • Work Opportunity Tax Credit (WOTC) – Federal Tax Credit. 1) To promote the hiring of individuals who qualify as a member of a target group. 2) To provide a federal tax credit to employers who hire these individuals.
