  • The Iowa Department of Economic Development (IDED) can provide loans and forgivable loans (grants) for each newly created job that pays at or above certain local area wage thresholds. The amount awarded in recent years has ranged from $2,000 to $9,000 per job. Local Iowa governments are also required provide at least a 20% match of any state direct financial assistance amount.

  • Investment Tax Credits (ITCs) from 1% to 10% may be awarded on eligible capital expenditures and used to offset Iowa corporate income taxes owed. Unused tax credits may be carried forward up to 7 years.

 

  • Iowa will refund to a company any sales taxes paid on construction materials used in a new building or in an expansion.
  • Iowas 6.5% Research and Development (R&D) tax credit can be doubled to 13% and unused R&D tax credits can be refunded, in cash, to the company. Local city and county governments will also exempt, abate or refund local property taxes on new building construction.

  • The State of Iowa will assist in the process in identifying existing buildings, or greenfield sites on a confidential basis and at no cost.
  • The State of Iowa, and local Iowa governments, may also provide funding to assist with infrastructure improvements if additional investments need to be made for street, highway, railroad, water or sewer upgrades.

  • Iowas New Jobs Training Program provides upfront cash reimbursement to businesses for training related expenses. Half of the training funds may be used to reimburse businesses for the wages/salaries/fringe benefits paid to new employees during training. The remaining training funds may be used for trainer wages/salaries, consultants, training materials & equipment, travel expenses, etc.
  • The Iowa Department of Workforce Development can identify and screen, at no cost to the company, potential new workers.
  • There is an additional one-time corporate income tax credit for each new position created.
Loan guarantees, cheap loans or financeMore [+]Less [-]
  • The Iowa Department of Economic Development (IDED) currently has over a $2 billion allocation of disaster recovery bonds which are available in most of the state. These are very similar to Industrial Revenue Bonds and can provide long-term debt financing, of 10 to 30 years, at interest rates lower than the company could otherwise borrow in the marketplace. While issued on a pass-through basis by an Iowa government entity, bonds will only be issued to credit-worthy companies.

  • Iowa only charges state income taxes on profits from sales within the state of Iowa - if no Iowa sales that means no Iowa income taxes owed.
  • Iowa charges no sales taxes on industrial machinery and equipment.
  • Iowa has no property taxes on industrial machinery and equipment.
  • Iowa has no property taxes on personal property or inventories.
  • Iowa charges no sales taxes on energy (electricity/natural gas) used in the manufacturing process.
  • Iowa charges no sales taxes on computers, peripherals or pre-installed software.
  • Iowa charges no sales taxes on interstate or international long-distance telephone calls.
