  • Minnesota offers tax exemptions in designated areas that includes corporate franchise tax, property taxes and sales tax on construction and other taxable purchases. The exemption also provides for a refundable employee tax credit based on wages above certain thresholds.
  • Sales tax exemption on manufacturing equipment.
  • Single sales factor apportionment (phased in by 2014).
  • No personal property tax nor a tax on inventories.
  • Research and Development tax credit of 10% on first $2 million of qualified expenses.

  • Minnesota offers programs to assist with the cost of publicly owned infrastructure to serve business development projects. Infrastructure includes but not limited to water, sewer and roadway improvements. The program provides grants up to 50% of the capital costs of the public infrastructure.

  • The Minnesota Job Skills Partnership offers grants of up to $400,000 to support workforce training. Businesses are required to work with educational partners to create and implement the training program. Other services include workforce identification, recruitment and other hiring incentives that may be available.

  • The Minnesota Investment Fund offers low interest loans for fixed assets such as machinery and equipment or building improvements. The maximum award is $1 million and is based on investment and job creation.
  • The Small Business Development Loan program offers low interest financing for projects over $1 million.
  • Local units of government, utilities and other organizations also have a variety of loan programs designed to provide gap financing for projects.
  • Minnesota offers Angel Tax Credits to investors that in turn, invest in early stage companies located in Minnesota.
